I guess I'm still confused as to what is happening here. A "tutti" marking in the Vln I part would indicate that all the Violins I are playing as opposed to a solo or smaller sub-grouping. What is happening in the Vln II and Vla parts has no bearing whatsoever on tutti indications in the ...

If I understand your situation correctly, the solo/tutti distinction only relates to the first violin section, and the tutti marking would therefore go in measure 83. I can see the difficulty they had (maybe it's the scan). The bottom of the multi-stave slur look rougher then the top, less elegant.
