Unfortunately, I don't think there is any way to improve the default settings in Finale to accommodate these situations, without compromising others at the same time. As I recall this one of the issues Stockhausen was struggling with. Pitch and duration can be specified in ways that are exact and definable, but dynamics cannot. On a computer simulation, of course, there are 127 velocity settings, but human interpretation of these is not so precise, and different ...

I don't think Gruber's ffff. is any louder than anyone else's ff, but by having a larger scale it is (arguably) possible to be more specific in the gradations.
