Measure Numbers in Dorico are astoundingly simple, and can be adjusted easily to be at the same Y-height across a line, or not.

Just to update this list, 2 years on:

The Affinity suite of apps has addressed many of the shortcomings, particular those with importing PDFs.

Inkscape is now much more user-friendly on the Mac: it's available as an application bundle, without any additional installations.
