What's the tempo of the section? Somehow I doubt that four beams/slashes is supposed to be interpreted as measured tremolo, unless the tempo is very, very slow.

Quaver (8th) = 92.
Finale 26.3.1 & 27.4 Dorico 5.1.81 waiting but not yet in use

In that case, I guess it's possible to excecute these as measured, even though the result would probably more or less the same either way.
