I agree with both of you, David and John. My idea was like this: In a percussion part where the instruments change frequently, it would be best to let the clefs appear together with the name of the new instrument. If, for some reason, David had placed the "Glockenspiel" at the beginning of the measure (which you see sometimes), the clef could have gone before the barline. Now, putting both the new instrument name and the clef later in the measure looks undeniably better.
(I checked Henle on the placement of the bass clef in the Beethoven Op. 109, which is the same as in both of John's examples, and which makes it for me.)
Maybe Gould's instruction on clef changes isn't her best.
