They all work as both lyrics and text. However, the size is larger in the Text tool as seen here. I do have both set to 12 pt plain.

Is it because one is staff-relative, or affected by page scaling?

If your staff is scaled down, I think I recall the lyrics will be smaller but the text will be full-size.

That was my first thought as well. That's probably it and nothing to concern yourself about. Besides, the Text font size can always be changed to match the other.

Sorry to trouble you with this, Dan, but is it possible to do an equal sign that is at superscript height? I get this with the present equal sign:

And it might be scaled down a little to match the numerals.

Ok, I just added the superscript equals sign to the key command ^=.
