Definitely the lower one: the text is not obstructed by the staff lines. I'd even move the lower text further away.

I find the upper one preferable as it concentrates the relevant information. Dogmatically moving the text further away from the staff to avoid a collision makes it harder to understand all three directions at a glance.

In this particular case, I’d combine the directives and put above the staff.

Definitely above the staff, as you would expect to find both kinds of instructions there. As a suggestion, the tempo remark on top of the repeat one.

Thank you friends. I had exactly that problems.
1. If I put it on the staff I get the concentrated info (Schonbergian)
2. If I put outside I get it more legible.
I avoided putting the tempo above so that it does not interfere with the "main" tempo, but just for that particular pattern.
The initial position was inside staff, until I printed it out, then I started doubting.
Perhaps it could be adjusted further to get the best legibility within the staff, to get fewer line collisions as possible (between letters and staff lines).
I think I will go with the second picture (outside staff), and with some edits suggested by benwiggy.
