whole bar rest in a divided bar

I recently stumbled over this rest:

It's a whole bar rest in the first part of a divided bar.
Shouldn't it rather be written as a dotted half rest or a half plus a quarter rest?
What do you think?

Someone goofed. It should be a half rest plus a quarter rest.
