I have been seeing this clef for a while now in Finale, but it's application has so far eluded me.
Could someone explain?

That is a percussion clef.

Yes, it is for percussion. As you see, down you have at (D) another clef, also for percussion. Usually, the clef (5) is for 4 or more instruments which notes are placed either on the lines or in the spaces, while (D) is for 3 or less instruments. That is how I understand it.
